Game Rules Modal

User story

As a game player, I want a modal to display the game rules so that I can understand how to play.

Acceptance criteria

• Clicking the question mark icon in the left upper corner should display a "GAME RULES" modal.
• The modal should include the necessary game rules and instructions.
• The modal should have an "OK" button to close it.
